The BJP has drawn up a three-part campaign plan for the upcoming Uttar Pradesh Assembly elections, with Prime Minister Narendra Modi, Union Home Minister Amit Shah and party president Nitin Nabin assigned separate responsibilities. According to NDTV, the BJP Uttar Pradesh election strategy will combine high-profile rallies by senior leaders with district-level organisational management and sustained voter outreach at the assembly constituency level.
The campaign is expected to gather pace through November and December. The party is also preparing its organisational cells to connect with different sections of society and occupational groups, taking its outreach beyond major public meetings and into local communities.

BJP Uttar Pradesh election strategy divides campaign into 3 levels
Under the proposed arrangement, Modi is expected to address large regional rallies covering every commissionerate in Uttar Pradesh. These meetings will form the high-profile public campaign and help establish the party’s political messaging across the state.
Shah, meanwhile, will focus on the district level. He is likely to hold targeted rallies while overseeing organisational micro-management and monitoring the party’s preparations across different districts.
Nitin Nabin will be responsible for the assembly constituency-level campaign. Sources said the BJP chief is expected to undertake frequent tours and maintain regular contact with voters.
The three-level structure is intended to connect the party’s large public meetings with more detailed organisational work on the ground. While senior leaders will provide the campaign’s wider direction, district and constituency-level activities are expected to help communicate the party’s message to voters across Uttar Pradesh.

BJP organisational cells to target communities and occupational groups
Alongside the campaign led by its top leadership, the BJP is preparing its organisational cells for a wider outreach exercise. According to sources, these units will engage different social groups and occupational communities across the state.
The exercise will be led by VD Sharma, former Madhya Pradesh BJP chief and national convenor of the party’s Prakoshth-Sankul Cell. The organisational cells are expected to contribute to election micro-management while helping the party understand local concerns and maintain contact with different communities.
The emphasis on these units reflects the party’s effort to strengthen its presence beyond rallies and conventional election campaigning. Local networks are expected to reach people directly and identify issues that matter to different sections of society.

Lucknow meeting to finalise BJP’s grassroots campaign roadmap
A meeting of office-bearers from the party’s organisational cells was scheduled at the BJP headquarters in Lucknow on November 2. VD Sharma and Uttar Pradesh BJP organisation general secretary Dharampal were expected to outline the roadmap for election management and grassroots engagement.
The meeting comes after Shah’s recent visits to Uttar Pradesh and the party’s state executive committee meeting. The discussions are expected to focus on how organisational cells can support voter outreach and help identify local concerns as the campaign develops.
BJP’s Uttar Pradesh election strategy is designed to bring together the visibility of senior leaders and the detailed work of local party networks. With Modi expected to lead regional rallies, Shah concentrating on districts and Nabin handling constituency-level outreach, the party is preparing a coordinated campaign across the state through November and December.
The effectiveness of the plan will depend on how successfully the party translates its leadership-led campaign into sustained engagement with voters at the grassroots level.
